Indoor Air Quality Analysis
ANVISA RE 09 — Grande Vitória

Microbiological, physical and chemical reports per ANVISA Resolution RE 09. Technical report with ART and corrective recommendations.

Breathe clean, safe air: adopt ANVISA RE 09 to guarantee air quality in your organisation

Air quality is essential for the health and well-being of everyone. That is why ANVISA (Brazil's National Health Surveillance Agency) has strict regulations to ensure that the air we breathe is free from harmful impurities. This led ANVISA to create RE 09, which establishes air quality standards for centrally air-conditioned environments for public and collective use.

RE 09 is a specific regulation that defines requirements for indoor air in production, storage, packaging and food transport areas. It specifies limits for concentrations of particulate matter, carbon dioxide, sulphur dioxide, ammonia, carbon monoxide, ozone and other harmful substances that can affect air quality and, consequently, the safety of the people working or residing in those environments.

RE 09 also specifies requirements for ventilation and air filtration, as well as for cleaning and disinfection of facilities. It is important for organisations to adopt measures to ensure that indoor air complies with RE 09, to guarantee worker health and regulatory compliance.

Microbiological air analysis — cultures in Petri dishes per ANVISA RE 09

Air quality analysis is a crucial part of ensuring RE 09 compliance. Organisations must carry out regular analyses to ensure that levels of harmful substances remain within the limits specified by ANVISA. If levels exceed permitted values, organisations must take immediate action to correct the problem and ensure compliance.

Air quality is an increasingly important concern, for both human health and workplace safety. RE 09 is a valuable tool to ensure organisations adopt measures to provide clean, safe air, and regular analyses are essential to ensure ongoing compliance. If you are responsible for air quality in your organisation, do not neglect compliance with ANVISA RE 09.

  • Installation of high-efficiency ventilation and air filtration systems
  • Implementation of regular facility cleaning and disinfection programmes
  • Regular air quality analyses to ensure compliance with RE 09 limits
  • Regular staff training to ensure adherence to air safety practices
  • Continuous monitoring of harmful substance levels: particulates, CO₂, SO₂, ammonia, CO, ozone, etc.
  • Immediate corrective action when harmful substance levels exceed permitted values
  • Regular review and updating of emergency plans to ensure air safety
  • PMOC (Maintenance and Operation Programme for equipment)
  • Ventilation and air filtration systems
  • Facility cleaning and disinfection

Frequently asked questions about air quality analysis

What does ANVISA Resolution RE 09/2003 analyse? +

ANVISA Resolution RE 09 establishes reference indoor air quality standards for air-conditioned environments for public and collective use. The mandatory parameters are: fungal count (limit: 750 CFU/m³ or indoor/outdoor ratio ≤ 1.5), temperature (23–26°C in summer, 20–22°C in winter), relative humidity (40–65%) and CO₂ (maximum 1,000 ppm above outdoor level). Environments that exceed these limits must implement immediate corrective action.

Who is required to conduct air quality analysis? +

Analysis is mandatory for all public and collective-use environments with central air conditioning systems: hospitals and clinics, hotels, shopping centres, airports, cinemas and theatres, libraries, museums, offices with central air conditioning and buildings with more than one conditioning unit. Law 13,589/2018 and Ministerial Order MS 3,523/98 are the legal bases. The frequency is generally semi-annual or annual depending on the type of establishment.

What is the difference between microbiological and chemical air analysis? +

Microbiological analysis quantifies fungi and bacteria in the air — the main agents of respiratory diseases associated with air-conditioned environments (sick building syndrome). Chemical analysis identifies gaseous pollutants such as CO, CO₂, SO₂, formaldehyde, volatile organic compounds (TVOC) and particulate matter. ANVISA RE 09/2003 requires microbiological monitoring; chemical analyses are recommended for environments with specific pollution sources.

Does ES Engenharia perform Legionella analysis? +

Yes. ES Engenharia performs microbiological analysis for Legionella pneumophila per ABNT NBR 16850, indicated for cooling towers, collective hot water systems, humidifiers and nebulisers. Legionella causes Legionnaires' disease (legionellosis), with 10–15% mortality. Analysis is mandatory for hospitals and recommended for hotels, spas and large industrial complexes with cooling towers.

How is sampling performed and what is the report turnaround time? +

Sampling is performed by an engineer with ART using a calibrated air sampler (Andersen impactor or equivalent) and sterilised containers. Samples are sent to an INMETRO-accredited laboratory. The technical report with results and conformity assessment against ANVISA RE 09/2003 is issued within 15 business days after sampling. It includes the signature of the responsible engineer and ART.
