Water quality in industrial operations — why it matters and what the law requires

Poor water quality causes scale, corrosion and biofouling in boilers, heat exchangers and cooling towers — reducing efficiency, triggering unplanned shutdowns and creating Legionella risk in recirculating systems. Brazilian ANVISA Resolution RDC 60/2016 and ABNT NBR 14605 set mandatory monitoring requirements for cooling towers.

For potable water, Ministerial Order GM/MS 888/2021 defines the microbiological and physicochemical parameters that must be met in self-supply systems (artesian wells, reservoirs) used in workplaces and commercial buildings. Non-compliance exposes companies to Health Surveillance notifications and fines.

Frequently asked questions about water quality analysis

When is water quality analysis mandatory? +

Analysis is mandatory in several situations: residential and commercial condominiums with their own reservoir (municipal Health Surveillance requirement); food and beverage industries (MAPA/ANVISA registration); hospitals and clinics (ANVISA RDC 63/2011); companies with artesian wells supplying water to workers (NR-24 and Ministerial Order GM/MS 888/2021); and establishments with swimming pools (Pseudomonas and coliform analysis). In buildings with PMOC, cooling tower water analysis is also mandatory due to the Legionella risk.

Which parameters are analysed in water quality testing? +

For potable water (Ministerial Order GM/MS 888/2021): microbiological — total coliforms, Escherichia coli (E. coli); physicochemical — turbidity, apparent colour, pH, free or combined residual chlorine, fluoride; and where applicable — nitrate, iron, manganese, aluminium, lead, arsenic and pesticides. For swimming pools: additionally Pseudomonas aeruginosa, Staphylococcus aureus, turbidity and pH.

How often should water be tested? +

The frequency depends on use: for self-supply systems (well or reservoir), Health Surveillance typically requires semi-annual or annual analysis. For food industries, the frequency may be monthly. Cooling towers require monthly monitoring (temperature) and quarterly analysis (Legionella). For swimming pools, microbiological analysis should be semi-annual and physicochemical analysis more frequent. A specific monitoring plan must be developed according to the risk profile of each facility.

Can a water quality report be used for environmental licensing? +

Yes. When an artesian well or surface water intake is part of the company's environmental licensing, the water quality report is one of the documents required by environmental agencies (IEMA in Espírito Santo). The report must be issued by an accredited laboratory and signed by a technical manager with ART.

What happens if the water quality report fails? +

If results exceed the limits of Ministerial Order GM/MS 888/2021, the company must immediately cease using the water for potable purposes, identify the contamination source, carry out treatment (hyperchlorination, UV, filtration) and collect a new sample after treatment to confirm compliance. Health Surveillance must be notified in cases of contamination in collective supply systems.
