ANVISA RE 09/2003 was revoked by RDC 886/2024. ABNT NBR 17037:2023 is the current technical reference for indoor air quality in artificially air-conditioned non-residential environments.
ABNT publishes the technical standard. The responsible professional defines the sampling plan, tests and assessment criteria from its current edition and the characteristics of the building.
Law 13,589/2018 requires PMOC for public and collective-use buildings with artificially air-conditioned indoor environments. Maintenance and indoor air quality assessment are complementary activities.
The report records the methods, results, applicable references and technical conclusions. Non-conformities require evaluation and corrective measures defined by the responsible professional.
The frequency of assessment depends on the applicable technical standards, the building, the PMOC and sanitary authority requirements.

Who is required to conduct air quality analysis? +
Analysis is mandatory for all public and collective-use environments with central air conditioning systems: hospitals and clinics, hotels, shopping centres, airports, cinemas and theatres, libraries, museums, offices with central air conditioning and buildings with more than one conditioning unit. Law 13,589/2018 and Ministerial Order MS 3,523/98 are the legal bases. The frequency is generally semi-annual or annual depending on the type of establishment.
What is the difference between microbiological and chemical air analysis? +
Microbiological analysis quantifies fungi and bacteria in the air — the main agents of respiratory diseases associated with air-conditioned environments (sick building syndrome). Chemical analysis identifies gaseous pollutants such as CO, CO₂, SO₂, formaldehyde, volatile organic compounds (TVOC) and particulate matter. ABNT NBR 17037:2023 requires microbiological monitoring; chemical analyses are recommended for environments with specific pollution sources.
Does ES Engenharia perform Legionella analysis? +
Yes. ES Engenharia performs microbiological analysis for Legionella pneumophila per ABNT NBR 16850, indicated for cooling towers, collective hot water systems, humidifiers and nebulisers. Legionella causes Legionnaires' disease (legionellosis), with 10–15% mortality. Analysis is mandatory for hospitals and recommended for hotels, spas and large industrial complexes with cooling towers.
How is sampling performed and what is the report turnaround time? +
Sampling is performed by an engineer with ART using a calibrated air sampler (Andersen impactor or equivalent) and sterilised containers. Samples are sent to an specialist laboratory. The technical report with results and conformity assessment against ABNT NBR 17037:2023 is issued within 15 business days after sampling. It includes the signature of the responsible engineer and ART.
